The second is the angle from the XY plane (the vertical angle). The first angle is the rotation from the X axis (the horizontal angle). As you can see, you define a view by specifying two angles. The Viewpoint Presets dialogue box is illustrated on the right. As you probably recognise from the command name it is a dialogue box driven command.
